free103point9 is pleased to present a special evening at The Sanctuary for Independent Media in Troy, New York. Galen Joseph-Hunter and Tom Roe will present free103point9 activities and discuss Transmission Arts, followed by a performance from Tom Roe using multiple bands (FM, CB, walkie-talkie). The program will conclude with a screening of Making Waves, a film about microradio (four stars from Film Threat).

ABOUT TOM ROE

Tom Roe is a sound transmission artist sometimes known as DJ Dizzy. He co-founded microradio stations 87X in Tampa, FL and free103point9 in Brooklyn, NY. Roe performs with transmitters using multiple bands (FM, CB, walkie-talkie), as well as prepared CDs, vinyl records, and various electronics. His most recent performances have taken place at White Box, The Kitchen, and Art in General in New York; and abroad at the Gwangju Biennele in 2004, and at Center for Contemporary Art in Warsaw, Poland, and at Laznia Centre for Contemporary Art in Gdansk, Poland in 2005. He has also written about music for The Wire, Signal to Noise, and The New York Post, among others. Roe's writing about Free Jazz in New York appeared in The Wire's 20th Anniversary publication Undercurrents (Continuum). He now hosts "Dizziness" every Thursday at 5 p.m. EST on free103point9 Online Radio.

ABOUT MAKING WAVES

What do a public access TV personality, an electronics engineer, a Vietnam vet, a libertarian congressional candidate, and a retired millionaire have in common? They're all operating unlicensed, low-power, 'pirate' radio stations in Tucson, Arizona. Directed by Michael Lahey, "Making Waves" follows their uphill struggle to be heard on our publicly-owned but corporate-controlled airwaves. The National Association of Broadcasters (NAB) argues that low-power radio interferes with business, creating 'chaos on the airwaves'; low-power advocates say the NAB interferes with democracy. Meanwhile, due to loosened regulations passed by Congress, big business has seized the airwaves and driven the independent station owner to near extinction. Armed with low-cost micro-radio equipment, the First Amendment, even a how-to video by a Michigan pastor, the Tucson pirates use unlicensed radio as a form of civil disobedience, protesting the lack of individual expression and diversity on the airwaves and the FCC regulations that make getting licensed next to impossible. For one station, this means providing the real alternative to 'alternative' music. For the others, it means educating the public about its Constitutional rights. Director Michael Lahey is an independent filmmaker based in Minneapolis, MN. His first documentary, "Tugs Untied", won the Best of Arizona Award in the 2000 Arizona International Film Festival. free103point9 is a non-profit media arts organization focused on establishing and cultivating Transmission Arts. This genre includes experimental practices in radio art, video art, light sculpture, and installation and performance utilizing the wireless spectrum. free103point9 activities support and promote artists exploring transmission mediums for creative expression. free103point9 programs include transmission-based public performances and exhibitions, an experimental music series, an online radio station and distribution label, an education initiative, and an artist residency program and study center.

About the performance: Tom Roe performed with FM transmitters, radios, scanners, and samplers at a radio presentation by free103point9 at The Sanctuary for Independent Media live on free103point9 Online Radio. The presentation, at the wonderful Troy, New York community center/venue, also featured a short talk about transmission art, microradio, and free103point9, and a screening of the documentary "Making Waves" by director Michael Lahey.
